Possibly. I considered that too. Hence my added hesitancy to say that this is what he's doing. And it's entirely possible it's something innocuous entirely and he's just working for himself to keep an eye on you, Kaku, and the Straw-Hats before he makes a decision for himself one way or another. He's certainly good at protecting any would be employers identity, assuming one exists. At the minimum it doesn't look like he's working for any other pirate crews though I doubt that helps much.
