Well Reborn and Tsuna are co-captains in my fleet so I doubt you'd consider them impartial. You could ask Lucci but he'd probably lie just to make my life more difficult. Ask one of the people with justice in their screen names? You'd probably get along with them.

Mello's is... he once had another but he never uses it, never will and I didn't even tell you there was another. Smoker? I have no idea. There's some pretty strange people in this world.

Almost definitely. Although I guess if you really were worried about tracking Lupin specifically a marine would make more sense but haha Pops~ Then you'd be stuck following all their orders! :P

It pays depending what you bring in for bounties. Whatever bountied pirate you capture and turn in, that's what you get paid. If you're a marine you get a steady paycheck and I THINK there's bonuses for bounties but really I don't pay much attention to that sort of thing.
